Pakistan Enforces 62 Vehicle Standards Under IMF Condition

The federal government has announced strict new regulations for both imported and locally manufactured vehicles to meet an IMF condition tied to safety and quality improvements.

The Engineering Development Board (EDB), under the Ministry of Industries and Production, issued a notification enforcing 62 mandatory standards. This marks a significant rise from the earlier 17 requirements, reflecting a 45-point expansion aimed at boosting road safety, environmental compliance, and consumer protection.

The new rules will apply to all imported vehicles starting October 1, 2025. For vehicles assembled in Pakistan, implementation will begin on July 1, 2026.

Under these regulations, imported vehicles must align with international safety and emissions benchmarks. Importers will be required to present pre-shipment inspection certificates from accredited bodies such as JEVIC, JAAI, KTL, and CAERI. These certifications must verify that vehicles are accident-free, roadworthy, and equipped with essential safety features like airbags.

The system is also designed to ensure vehicles have tamper-free odometers, meet noise and emission standards, and show no major damage or interior issues. Vehicles failing to meet any of the standards will not be allowed entry.

Another IMF condition requires that only licensed commercial importers handle vehicle imports. Cars with excessive exhaust emissions, worn-out tires, or non-compliance with technical requirements will be rejected.

Special rules will apply to electric vehicles (EVs). These include checks on battery health, charging standards, recycling capacity, and long-term durability.

The EDB will oversee enforcement, inspecting technical details like seating, load capacity, axle configuration, and performance quality. Vehicles that do not meet the specified criteria will be barred from import even if they pass inspections abroad.

These steps highlight the government’s commitment to fulfilling the IMF condition while also raising safety and environmental standards in Pakistan’s auto sector.
