ECNEC Approves Rs.194.6 Billion Flood Protection Project

Senator Mohammad Ishaq Dar, Federal Minister of Finance and Revenue, presided over a meeting of the Executive Committee of the National Economic Council (ECNEC) on Tuesday.

The ECNEC evaluated and authorised a Ministry of Water Resources Project titled “Umbrella PC-I of the Flood Protection Sector Project-III (FPSP-II)” at an updated cost of Rs. 194,625.00 million, including Rs. 10,862.94 million in FEC.

The project will be carried out in all four provinces, as well as in GB and AJK.

The project will be funded through a combination of federal, provincial, and donor funds. The primary goal of the project is to strengthen national comprehensive flood control approaches on an integrated and innovative basis through the execution of structural and non-structural measures.

The ECNEC also considered and approved another Ministry of Water Resources project titled “Makhi Farash Link Canal Project (Chotiari Phase-II)” to be executed by the Irrigation Department Govt. of Sindh for Water Supply to Thar Coal in districts Sanghar and Umerkot at a cost of Rs. 12,087.489 million. The project has been designed to transport 200 cubic metres of canal water for electricity generation and agro-industrial development.

Another Ministry of Water Resources project titled “Kachhi Canal Project Restoration of Flood Damages 2022” was also considered and approved by the ECNEC at a cost of Rs. 8280.647 million to be executed by Water and Power Development Authority (WAPDA) in the Punjab districts of Dera Ghazi Khan, Muzaffargarh, and Rajanpur

The project is concerned with the issue of water scarcity and the protection of infrastructure against floods.

The ECNEC also considered and discussed a project of the Government of Khyber Pakhtunkhwa titled “New Balakot City Development Project” and directed the concerned stakeholders, namely the KP Govt, Ministry of Planning and Development, and ERRA, to re-examine and eliminate technical and financial discrepancies in the project.

The ECNEC also evaluated and approved a project titled “National Multi-sectoral Nutrition Programme to Reduce Stunting and Other Forms of Malnutrition” that will be implemented in 36 high-burden areas throughout the country.

The Federal Government and Foreign Aid will fund the initiative as part of the IsDB Country Engagement Framework for Pakistan 2023-25. The project’s overall goal is to drastically reduce stunting caused by malnutrition in Pakistani children during the following three years.

The ECNEC examined and authorised the project “Extension/Construction of 36km Sindh Coastal Highway” for Rs. 16,204.303 million. Sindh’s government will carry out the project. The project will be supported by the Federal PSDP

]The ECNEC also considered and approved a Ministry of Communications project titled “Construction of Lahore Sialkot Motorway (LSM) Link Highway (04-Lane) Connecting LSM to Narang Mandi and Narowal (73-Kilometer Approximately)” at a revised rationalised cost of Rs. 36,814.347 million without FEC and on a 50:50 cost-sharing basis by the Federal and Provincial Governments. The National Highway Authority (NHA) will carry out the project in the Punjab Province districts of Narowal and Sheikhupura.

The Government of Sindh considered and approved a project titled “Improvement of Road from Sanghar to National Highway (N-5), at Point Rohri via Mundh Jamrao and Salehput (221-kilometer)” at an updated rationalised cost of Rs. 12,521.799 million without FEC on a 50:50 cost-sharing basis between the Federal Government and the Government of Sindh. The project will be carried out in Sanghar District.

Mr. Ahsan Iqbal, Federal Minister for Planning, Development, and Special Initiatives, Syed Naveed Qamar, SAPM on Finance Mr. Tariq Bajwa, SAPM on Revenue Mr. Tariq Mehmood Pasha, Senator Nisar Khuhro, Federal Secretaries, and other senior officers from Federal Ministries and Provincial departments attended the meeting.
