Benazir Income Support Programme is gradually moving its payment system to digital wallets across Pakistan.

The change aims to make financial assistance easier, safer and more transparent for millions of women. BISP Chairperson Senator Rubina Khalid shared details of the system during a visit to Zonal Office 501.

She received a briefing on how beneficiaries will receive and access payments through the new digital mechanism. The system is expected to reduce long journeys and waiting times for women collecting financial assistance.

BISP Beneficiaries to Receive Payment Alerts

Under the new payment system, beneficiaries will receive an SMS when funds reach their digital wallets. Women will then be able to withdraw their money through participating banks and approved banking channels.

This will give beneficiaries more flexibility when choosing where and when to collect their payments.

The programme officially announced the nationwide rollout of digital wallet payments from July 2026. More than eight million free Benazir SIMs have already been distributed to women beneficiaries.

These SIMs are being provided to support the activation and operation of digital wallets.

Digital Wallets Aim to Improve Transparency

The new mechanism is also designed to address problems linked to unauthorised deductions from financial assistance.

Digital payments can provide clearer transaction records and give beneficiaries greater control over their funds. BISP has also introduced an interoperability system as part of the reforms.

The system allows beneficiaries to access their payments through multiple participating banking channels.

Rubina Khalid said around nine million women had accounts opened and payments processed in a single phase. She described the development as an important step towards improving financial inclusion for women.

Millions of Pakistani Families Receive BISP Support

The Benazir Income Support Programme is Pakistan’s largest social protection programme.

More than 10 million families currently receive support through its flagship Kafaalat programme. The programme also provides educational assistance to children from eligible families.

Around 12 million children receive educational stipends through the Benazir Taleemi Wazaif programme. The digital wallet initiative also aims to connect more women with Pakistan’s formal banking system.

Beneficiaries will have greater choice when accessing their financial assistance through available banking channels. The reforms are also intended to provide payments with greater dignity and convenience.

Rubina Khalid said the changes reflect Benazir Bhutto’s vision of supporting deserving women with dignity and respect. As the digital system expands, BISP beneficiaries are expected to rely less on traditional payment collection arrangements.
