LAHORE – The Punjab Assembly’s Standing Committee on Human Rights and Minority Affairs has approved the Christian Marriage Bill 2026. The committee approved the proposed legislation unanimously.
The development allows the bill to move forward in the Punjab Assembly. The proposed law seeks to introduce a new framework for Christian marriages in Punjab.
According to Express News, Raheela Khadim Hussain chaired the committee meeting. Members discussed the proposed legislation before approving it without opposition.
Punjab Assembly member Phelbus Christopher introduced the bill before the committee. He also briefed members about its key provisions and proposed changes.
The bill seeks to repeal the Christian Marriage Act 1872. It would replace the existing framework with updated rules for Christian marriages in Punjab.
Minimum Marriage Age Proposed at 18
The proposed Christian Marriage Bill sets the minimum marriage age at 18 years. The proposed age would apply to both Christian men and women.
Under the existing law, the minimum age is 16 for boys. It is 13 for girls.
The proposed legislation also states that both people entering the marriage must follow Christianity. It further outlines a formal process before a marriage takes place.
This process would include written notice and a public announcement. These requirements would create a formal record before the marriage ceremony.
Christian Marriage Registration Proposed
The bill proposes mandatory registration of Christian marriages with the Union Council. Registration with the National Database and Registration Authority (NADRA) would also be required.
Christopher said the current framework does not provide registration through both institutions. The proposed law aims to address this gap.
The bill would also allow marriages at all registered churches in Punjab. Such ceremonies would follow established Christian religious practices.
Religiously trained priests at government-registered churches could solemnise marriages. Designated priests and government-appointed marriage registrars would also receive this authority.
No Proposed Restrictions on Ceremony Timing
The proposed law would not restrict the day or time of Christian marriage ceremonies. However, each ceremony would require at least two witnesses.
The legislation would also require official records of marriages. Designated marriage registers and prescribed forms would be used for this purpose.
Bill Seeks Updated Legal Framework
Christopher said the Christian Marriage Bill 2026 aims to modernise the existing legal framework. He said it would also consolidate rules governing Christian matrimonial matters.
According to Christopher, the proposed legislation would strengthen protections for free consent. It would also provide greater clarity on legal matters related to Christian marriages.

The bill will now continue through the legislative process. Its proponents will seek further approval from the Punjab Assembly after the committee’s clearance.
