The Establishment Division has rejected proposals to change the eligibility rules for the Central Superior Services (CSS) examination. The decision means the existing age limit and attempt policy will continue.
Under the current rules, candidates must be between 21 and 30 years old. They can also appear in the examination a maximum of three times.
The issue was discussed by a sub-committee of the Senate Standing Committee on Cabinet Secretariat. The committee reviewed several proposed reforms to Pakistan’s civil service recruitment system.
The sub-committee had recommended increasing the upper age limit from 30 to 35 years. It also proposed increasing the number of attempts from three to five.
However, the Establishment Division opposed both proposals. It described the suggested changes as impractical in its written response to the parliamentary committee.
The division clarified that changes to the eligibility criteria fall under the federal government’s policy authority. The Federal Public Service Commission (FPSC) only implements policies approved by the government.
The FPSC also decided to retain the existing rules during its 174th meeting. Therefore, no immediate changes will be made to the CSS examination requirements.
Concerns Over Increasing the Age Limit
The Establishment Division raised several concerns about increasing the age limit. It said a higher age limit could attract a much larger number of applicants.
A rise in applications could create additional administrative pressure. This could affect the process of conducting examinations and checking answer papers.
The division also discussed the proposed increase in attempts. It said allowing five attempts could encourage candidates to repeatedly sit the examination.
According to the division, repeated attempts could cause candidates to spend several productive years preparing for the examination. This could also delay their entry into professional careers.
Impact on Civil Service Careers
The Establishment Division also highlighted concerns about the age of new entrants. Candidates joining the civil service at an older age would have shorter careers.
A shorter service period could affect the availability of experienced officers for senior government positions. Officers generally need sufficient time to gain experience before reaching higher posts.
For now, the existing CSS eligibility framework will remain in place. Candidates will continue to face the 21-to-30 age requirement.
The three-attempt limit will also remain unchanged. Any future amendment would require a policy decision from the federal government.
The latest decision provides clarity for candidates preparing for upcoming CSS examinations. Aspirants will need to plan their attempts according to the current rules.
