KP Prepares First Ever Street Economy Bill For Cart Vendors

Chief Minister Sohail Afridi has announced that the Khyber Pakhtunkhwa government has completed the draft of the first street economy law titled the โ€œAhsas Cart Vendors Employment Protection Bill 2025.โ€ The move aims to protect the rights of thousands of vendors who rely on street businesses for their daily income.

Speaking to the media, the chief minister said that Khyber Pakhtunkhwa is now the first province in the country to formally recognize and safeguard the rights of cart vendors. He added that the initiative reflects the governmentโ€™s commitment to supporting vulnerable workers and improving their working conditions.

According to Afridi, the proposed bill includes clear guidelines to stop anti-encroachment drives against vendors without prior notice. This step is expected to reduce sudden disruptions that often affect the livelihoods of low-income workers.

He stated that the law will help cart vendors gain access to microfinance loans, insurance, and emergency support. The bill also proposes the establishment of secure vending zones where vendors can operate without fear of displacement. These zones will offer legal protection and ensure a stable working environment.

The chief minister said the new legislation will also introduce a street vending certificate. This certificate will give vendors legal status and bring their daily earnings under government protection. Afridi explained that certified vendors will be able to work with more confidence, knowing they have official recognition.

He further noted that cart vendors will receive representation in newly formed Tehsil Vending Committees. These committees will serve as platforms where vendors can raise concerns and help shape policies.

Afridi confirmed that the draft bill will be forwarded to the cabinet for approval. After the cabinetโ€™s decision, it will be presented in the provincial assembly for debate and voting. The Khyber Pakhtunkhwa government believes the initiative will create a more organized and fair street economy, benefiting both vendors and the public.

With this legislation, Khyber Pakhtunkhwa aims to set a model for other provinces looking to regulate and support the street vending sector.
