Federal Minister for National Health Services and MQM-P leader Mustafa Kamal has called for the creation of new administrative provinces in Pakistan. Speaking at a press conference in Karachi, he said the country’s current administrative system is no longer effective and requires major reforms.
According to Mustafa Kamal, Pakistan cannot function efficiently under its existing governance structure. He said the establishment of new administrative provinces has become necessary and pledged support for any effort aimed at introducing such reforms.
“The country cannot be run under the current system,” Kamal said. He added that his party would back anyone who advocates the creation of administrative provinces to improve governance and public service delivery.
During the press conference, Mustafa Kamal also raised concerns about Karachi’s share of public funds. He said the city, despite being Pakistan’s economic hub, has not received development funding in proportion to its contribution to the national economy.
He claimed that over the past 18 years, the federal and provincial governments collected a combined Rs22 trillion, including tax revenues. However, Karachi received only Rs680 billion during the same period. He said this represented about three percent of the total funds collected.
Kamal argued that Karachi would have received nearly Rs2 trillion if the previous funding mechanism had remained in place. He linked the change to revisions made under the National Finance Commission (NFC) Award in 2010.
According to him, before 2010, the federal government transferred funds directly to districts. He claimed that after changes to the NFC Award, provincial governments began receiving those allocations instead. As a result, he alleged that Karachi no longer received its fair share of financial resources.
The minister further claimed that funds allocated to Sindh had not fully reached the public. He said development resources remained concentrated at the provincial level instead of being distributed to local governments.
Mustafa Kamal said Karachi could have seen significant improvements if it had received adequate funding. He pointed to roads, schools, hospitals, and other public infrastructure as areas that would have benefited from greater investment.
Comparing Karachi with Lahore, Kamal said Lahore had advanced significantly in terms of development over recent decades. He said he welcomed Lahore’s progress but believed Karachi had been left behind.
He also criticised the condition of public services in Karachi. He said residents continue to face problems related to clean drinking water, healthcare, education, and municipal infrastructure. He claimed that many schools lack basic facilities, including washrooms for girls, while millions of children in Sindh remain out of school.
Kamal also highlighted concerns over child deaths caused by dog bites and accidents involving uncovered sewer drains. He said these issues reflect the need for better governance and stronger local administration.
The MQM-P leader announced that his party would launch a public movement to press for reforms. He said the campaign would remain within the framework of the Constitution and the law.

According to Mustafa Kamal, his party has already raised these concerns in Parliament and even introduced a constitutional amendment bill. However, he said their proposals have not received the required attention. He added that MQM-P will now continue its campaign through public engagement while pursuing constitutional and democratic means.
