Net Metering Regulations 2026 Introduce New Net Billing System

The National Electric Power Regulatory Authority (Nepra) has officially notified the Net Metering Regulations 2026, introducing a new net billing system and updating how electricity is billed and paid across Pakistan.

The updated regulations expand net metering beyond traditional solar users to include biogas consumers. With this notification, the earlier Net Metering Regulations 2015 are formally suspended. Nepra stated that all billing, payments, and contracts will now follow the new framework.

Under the Net Metering system, electricity supplied by consumers to the national grid will be purchased at the National Average Energy Price. Meanwhile, electricity consumed by the users will be billed at the prevailing tariff applicable to their category. This dual-rate structure clarifies how buying and selling prices are calculated.

Nepra also introduced a quarterly settlement system for surplus electricity exported to the grid. Consumers providing additional electricity will now be compensated every three months based on the national average energy price. This replaces previous billing timelines under the 2015 regulations.

The new Net Metering framework limits contract durations to five years. Contracts can be renewed for an additional five-year term under applicable rules at the time. Nepra said this change will allow for periodic reviews and adjustments to align with evolving energy policies.

The regulator emphasized that the Net Metering Regulations 2026 aim to streamline billing, enhance transparency, and ensure fair compensation for consumer-generated electricity. Officials said the reforms would encourage more households and businesses to participate in renewable energy generation.

Nepra’s notification marks a major step in modernizing Pakistan’s energy sector. By clearly defining rates, contract terms, and settlement procedures, the updated regulations aim to improve efficiency and promote sustainable energy use across the country.
