Chinese vehicle manufacturer is exploring opportunities to produce electric motorcycles and other two-wheelers in Pakistan through partnerships with local businesses.

Wuxi Shengbao Vehicle Manufacturing Company has expressed interest in establishing joint ventures to serve Pakistan’s domestic market and explore exports to international destinations.

The proposal was discussed during a meeting between the company’s General Manager, Yang Zong, and Islamabad Chamber of Commerce and Industry (ICCI) President Mohammad Zikria Akbar Zia on Thursday.

During the meeting, the Chinese delegation introduced its OPAI brand of two-wheelers and discussed possible areas of cooperation with Pakistani businesses.

Yang Zong highlighted opportunities for local manufacturing, technology transfer and supply chain development. He also discussed technical training to improve the skills of Pakistani workers.

ICCI President Mohammad Zikria Akbar Zia welcomed the company’s interest in Pakistan’s electric mobility market. He encouraged the Chinese manufacturer to work with local entrepreneurs on electric motorcycles, scooters and bicycles.

He said partnerships between Pakistani and Chinese businesses could help develop domestic manufacturing capabilities. Such cooperation could also reduce reliance on imported finished vehicles and strengthen local industries.

The ICCI president emphasised that economic cooperation should extend beyond importing and selling finished products. He called for investment in assembly operations, component manufacturing, research and development, and the gradual localisation of production.

The proposed cooperation could create opportunities for Pakistani manufacturers, suppliers and technical workers. Local businesses may also benefit from access to modern manufacturing methods and specialised expertise.

However, the number of expected jobs and the scale of potential investment have not been announced.

The discussions also covered opportunities to manufacture two-wheelers for overseas markets. If suitable partnerships are established, Pakistan could potentially become a production base for regional and international customers.

ICCI offered to help connect Wuxi Shengbao with Pakistani manufacturers, investors and relevant government departments. The chamber also invited the Chinese delegation to showcase its electric mobility products at an upcoming expo and its display centre.

The opportunity could help the company introduce its OPAI products to local businesses and explore possible commercial partnerships.

Pakistan’s electric two-wheeler market offers opportunities for manufacturers interested in motorcycles, scooters and electric bicycles. Local production could support the development of related industries, including spare parts, maintenance and vehicle distribution.

Despite the interest expressed by the Chinese company, the proposal remains at the discussion stage. No final joint venture agreement, factory location, investment amount or production capacity has been announced.

The company has also not confirmed which OPAI models could be manufactured in Pakistan or when local production might begin.

Further negotiations with potential Pakistani partners will determine whether the proposal moves towards implementation. Until a formal agreement is announced, local manufacturing should not be considered confirmed.
