Pakistan is moving forward with plans to facilitate global Satellite internet companies seeking to enter the local market.
Leading international operators have been advised to complete registration with the Securities and Exchange Commission of Pakistan.
After SECP registration, companies can proceed with registration under Pakistan’s satellite regulatory framework. Several major international operators have shown interest in providing services in Pakistan.
These include SpaceX’s Starlink, OneWeb, Shanghai Spacecom Satellite Technology and Sateliot. Starlink has already completed its registration with the SECP.
Other interested operators have been advised to begin SECP registration before seeking approval from the relevant space regulator.
Regulators Coordinate on Satellite Services
Satellite communications in Pakistan are regulated under the National Space Policy. The Pakistan Space Activities Regulatory Board develops the regulatory framework for satellite systems.
Meanwhile, the Pakistan Telecommunication Authority is responsible for licensing telecommunications services. PSARB is also coordinating with the Frequency Allocation Board and PTA.
The coordination aims to align spectrum allocation, regulatory approvals and licensing requirements. The draft Satellite Communications Regulations have already been prepared by PSARB.
These regulations include provisions covering non-geostationary and low-Earth-orbit systems. The draft rules are currently undergoing final consultations.
Satellite Internet Licensing Framework Advances
PTA has also developed a Fixed Satellite Services licensing framework. The framework has reached an advanced stage and is expected to be presented before the Federal Cabinet shortly.
The proposed system aims to provide clear requirements for companies entering Pakistan’s market. It is designed to remain technology-neutral while encouraging investment from international operators.
The framework will cover both geostationary and LEO or NGSO operators. Companies will also have to comply with Pakistan’s spectrum management and national security requirements.
High-Speed Internet for Remote Areas
The government considers Satellite broadband an important part of Pakistan’s broader digital strategy.
One major objective is to improve high-speed internet access in remote and underserved communities. Traditional internet infrastructure can be difficult or expensive to deploy in some areas.
Satellite-based connectivity could provide another option for connecting such regions. The technology could also support telecom backhaul and improve network resilience.
Officials believe improved connectivity could contribute to greater digital inclusion across Pakistan. The proposed Fixed Satellite Services framework will cover several types of connectivity.
These include satellite broadband, telecom backhaul, bandwidth provision and corporate data services. The framework could create a wider Satellite connectivity ecosystem as global operators explore opportunities in Pakistan.
