PTA Announces New Policy Framework for MVNO Services in Pakistan

ISLAMABAD – The Pakistan Telecommunication Authority (PTA) has officially notified a new policy framework for Mobile Virtual Network Operator (MVNO) services, following approval from the federal cabinet. The announcement marks a significant step in promoting competition and innovation in Pakistan’s telecom sector.

The new policy allows mobile brands to enter the market without building their own network infrastructure. Instead, MVNOs will purchase network capacity in bulk from existing operators and provide services under their own brand names. This approach is expected to expand consumer choice and make mobile services more affordable nationwide.

A PTA statement said the new policy framework aims to “promote competition, innovation, and enhanced consumer choice in the telecommunications sector.” It added that MVNOs will be able to offer nationwide mobile and next-generation services through agreements with licensed Mobile Network Operators, without holding spectrum licenses themselves.

MVNO licenses under this policy will initially be valid for 15 years, subject to regulatory compliance. The PTA emphasized that the move will not only improve service quality but also attract investment, create jobs, and support the government’s “Digital Pakistan” vision.

The telecommunication authority further explained that the licensing process for MVNOs will begin soon. PTA will issue a license template outlining all terms, conditions, and regulatory obligations for prospective operators. The framework is designed to encourage new entrants, including smaller mobile brands, while ensuring that service standards remain high.

Industry experts say that this new policy could transform Pakistan’s mobile landscape by increasing competition and offering consumers more options. Analysts expect that the introduction of MVNOs will also drive innovation in digital services, reduce costs for users, and expand connectivity in underserved areas.
