The Government of Punjab has issued strict SOPs for the upcoming Basant Festival, scheduled for 6, 7, and 8 February 2026 in Lahore. The move follows special instructions from Chief Minister Nawaz Sharif.
The Deputy Commissioner of Lahore has issued a No Objection Certificate (NOC), allowing celebrations under a defined code of conduct. Authorities stressed that all participants must follow the SOPs to ensure safety and public order.
Under the announced code, keeping, selling, or displaying metal, chemical, or Nylon glass-coated kite strings is strictly prohibited. Loud music, DJ sound systems, and any activities causing noise pollution are also banned.
Aerial firing and display of firearms are completely prohibited. Misbehavior, harassment, obscenity, indecent conduct, or disturbing neighbors and public peace will not be tolerated. Buildings used for kite flying must be structurally safe for the number of people present. Proper measures must prevent falls, accidents, and electrical hazards.
Kite runners are warned against flying kites near airports, air routes, sensitive installations, electricity transmission lines, or other prohibited areas. The festival is strictly non-commercial; selling tickets, food, beverages, or advertising is not allowed.
District administration officers, police, and relevant authorities have the right to inspect activities at any time. Violations of the SOPs may result in the immediate cancellation of the NOC.
Officials emphasized that the SOPs aim to ensure a safe, peaceful, and enjoyable Basant Festival for all participants. These measures are part of the governmentโs ongoing efforts to balance cultural celebrations with public safety.
Authorities have urged the public to follow the guidelines closely and cooperate with law enforcement to prevent accidents and disturbances. The structured SOPs are expected to make the festival safer while preserving its festive spirit.
The Government of Punjab reminded citizens that failure to comply with the rules could lead to penalties, NOC cancellation, or other legal action. Residents are encouraged to enjoy the festival responsibly and safely under the defined SOPs.
