Senate Unanimously Passes Key Military And Defence Bills

The Senate unanimously approved three major defence-related bills, including the Pakistan Air Force Amendment Bill 2025 and the Pakistan Navy Amendment Bill 2025. All bills were presented clause-by-clause and received full support from members.

Foreign Minister and Deputy Prime Minister Ishaq Dar introduced both the Pakistan Air Force and Army-related amendment bills in the House before they reached the Senate. Defence Minister Khawaja Asif presented the Pakistan Navy Amendment Bill 2025. During the Senate proceedings, all three bills were passed after detailed clause-by-clause scrutiny.

The amendments to the Pakistan Army Act include significant changes to appointments and command structure. The Federal Government will appoint the Vice-Chief of Army Staff and Deputy Chief of Army Staff based on recommendations from the Chief of Defence Forces (CDF). The Vice-Chief will carry out duties following instructions from the CDF.

The amendment also abolishes the post of Chairman Joint Chiefs of Staff Committee (CJCSC) effective November 27, 2025. Furthermore, the Prime Minister will appoint the Commander of the National Strategic Command (CNSC) based on recommendations from both the Army Chief and the CDF. Tenure, reappointment, and extensions of the CNSC will not be subject to judicial challenge.

During the session, the Senate was also informed that the government has established a Trade Dispute Resolution Commission to ensure fair and transparent resolution of trade conflicts. Commerce Minister Jam Kamal Khan confirmed that qualified professionals have been appointed for the commissionโ€™s effective functioning.

Finance Minister of State Bilal Azhar Kayani highlighted the governmentโ€™s focus on broadening the tax base and ensuring an equitable system where all sectors contribute fairly.

With these developments, the Senate unanimously demonstrated strong support for strengthening Pakistanโ€™s defence structure while promoting transparency in trade and fiscal reforms. The passage of these bills marks a key step in modernizing military governance and strategic command structures in the country.
