The Sukkur bench of the Sindh High Court (SHC), comprising Justice Zulfiqar Sangi and Justice Abdul Hamid Bhurgari, expressed strong dissatisfaction in a recent order regarding government libraries. The bench summoned the Director General of Libraries in a personal capacity to explain the ongoing issues.
In its written order, the court stated that the reports submitted by deputy commissioners of Sukkur, Ghotki, Noshehro Feroz, and Khairpur Mirs were โnon-seriousโ and insufficient. The SHC noted that library problems have remained unresolved for more than a decade.
The judges emphasized that the state of libraries in rural areas is particularly poor, highlighting government negligence over the years. The bench warned officials that such prolonged neglect is unacceptable and requires immediate corrective action.
The SHC resents over the lack of proper documentation and updates regarding library conditions. It directed officials to submit detailed reports about each library at the taluka level. Additionally, the court summoned a comprehensive report from the Secretary Finance regarding the budget and funding allocated to libraries.
The courtโs remarks underscore the importance of functional libraries in promoting education and literacy across Sindh. Officials are expected to respond promptly and provide transparent, detailed information about all government libraries.
In summary, the SHC resents over the decade-long neglect of libraries, inadequate reporting by local officials, and the lack of funding to improve the infrastructure. Authorities now face strict orders to take immediate action and ensure that libraries are maintained properly.
The benchโs directives aim to strengthen the management and accountability of public libraries, ensuring they serve their intended purpose for students, researchers, and the general public.
