Sindh Chief Minister Syed Murad Ali Shah launched an expanded rollout of the e-stamping system, calling it a major step toward transparent and citizen-centric governance.
The signing ceremony, held at CM House, was attended by provincial ministers, senior officials, and representatives from the Sindh Information Technology Company (SITC) and Sindh Bank. The event marked the signing of a Master Service Level Agreement and Service Order to continue and expand the e-stamping system across the province.
Addressing attendees, the chief minister said the reform aims to modernize governance by digitising documentation, eliminating fake stamp papers, and simplifying services for citizens. โIn just five months, more than 730,000 challans have been processed and Rs12.8 billion collected through the e-stamping system transparently and efficiently,โ he said.
Murad Ali Shah added that the system goes beyond revenue generation. It helps end long-standing irregularities such as fraudulent backdated stamps and long queues at government offices. โThis reform restores trust between the government and the people of Sindh,โ he said.
The chief minister announced that the next phase would introduce a fully paperless system, enabling citizens to generate stamp documents online via laptops or mobile devices. He emphasized that Sindh, being Pakistanโs most urbanized and economically dynamic province, requires modern governance tools to manage its large population efficiently.
He commended SITC for rapid implementation and urged provincial ministers and secretaries to collaborate actively to modernize departmental systems. Murad Ali Shah also highlighted the recently approved Government-to-Government (G2G) framework, which allows departments to directly engage SITC, eliminating lengthy procurement procedures.
Future digital initiatives include the launch of Sindh Pay, a unified digital payment platform, a dedicated provincial data center, and AI-assisted citizen services in English, Sindhi, and Urdu. Digital reforms are also being applied to education, property tax systems, and paperless issuance of domicile and PRC certificates.
Special Assistant Ali Rashid and CEO SITC Zainul Abdein Shah emphasized that the e-stamping system would reduce corruption, streamline processes, and improve citizen convenience. The initiative represents a key milestone in Sindhโs journey toward digital, efficient, and transparent governance.
