Pakistan Makes Soft Skills Certification Mandatory For Overseas Jobs

The Pakistan government has announced that soft skills certification will be compulsory for individuals seeking overseas employment in Europe and Gulf countries starting January 2026.

The directive comes from the Bureau of Emigration and Overseas Employment. Gulf countries included under this rule are Saudi Arabia, the United Arab Emirates, Qatar, Oman, Bahrain, and Kuwait.

This requirement applies to Pakistanis pursuing overseas employment through licensed recruitment agencies, as well as those seeking jobs abroad independently. Applicants must obtain the prescribed certificate before registering with the Protectorate of Immigration.

To acquire the soft skills certification, candidates are instructed to use the OIC App PakSoftSkills or the official online portal at softskills.oec.gov.pk. The certification will help improve employability and prepare workers for professional challenges overseas.

The government emphasized that the measure is part of ongoing efforts to enhance the skills and readiness of Pakistani workers for international markets. Soft skills training focuses on communication, problem-solving, teamwork, and cultural awareness.

Pakistanโ€™s Bureau of Statistics recently reported a surge in unemployment, with the national rate climbing to 7.1 percent. Over eight million people are currently unemployed, while the countryโ€™s labour force has reached 77.2 million. The working-age population constitutes 43 percent, and the inactive population is 53.8 percent.

The services sector continues to employ the largest number of people, with approximately 31.8 million workers. Officials believe that introducing mandatory soft skills certification will make Pakistani workers more competitive for overseas employment, particularly in high-demand sectors.

Authorities have urged prospective jobseekers to comply with the new certification requirement to avoid delays or rejection during the overseas employment registration process. This initiative also aims to enhance Pakistanโ€™s international workforce reputation and reduce employment-related issues abroad.
