Govt Plans Tough Penalties for Motorway Fence Theft

ISLAMABAD – The federal government is set to introduce stricter laws to prevent Motorway Fence Theft and damage to related infrastructure, including IT systems critical for traffic management.

The decision follows a rise in incidents where motorway fences have been stolen or damaged, causing security risks and endangering public safety. Officials said fences prevent animals and pedestrians from entering high-speed roads, while IT equipment ensures smooth traffic flow.

Prime Minister directives led to the formation of an inquiry committee headed by the federal communications minister to investigate missing and damaged fencing along national motorways. Based on the findings, the prime minister instructed the Communications Division, in consultation with the Law and Justice Division, to draft stronger punishments for such offenses.

The Ministry of Communications prepared a proposal to amend the Pakistan Penal Code and the Code of Criminal Procedure. The draft treats Motorway Fence Theft as a serious crime, aiming to deter future incidents and ensure the safety of road users.

Officials stressed that repeated theft and damage have caused frequent intrusions on motorways, increasing the likelihood of fatal accidents and creating vulnerabilities in road security. Stakeholders, including the National Highway Authority and the National Highway and Motorway Police, endorsed the draft bill, highlighting its importance for road safety and infrastructure protection.

The Cabinet Committee for the Disposal of Legislative Cases requested further consultations to determine whether these penalties should be applied under existing criminal laws or incorporated into the National Highways Act. The ministries were asked to resubmit the draft after additional review.

Authorities emphasized that strict enforcement against Motorway Fence Theft is necessary to protect travelers, maintain smooth traffic operations, and safeguard national infrastructure. The government aims to finalize the legislation soon to curb these rising threats effectively.
