Australia is considering stricter student Visa Rules that could require international students to deposit tuition fees and living expenses in Australian bank accounts before applying.
The proposed changes could affect thousands of international students, including those from Pakistan, India, and other South Asian countries.
Australia’s Department of Home Affairs has opened a public consultation to review financial requirements and student visa assessments.
The consultation began on October 30 and will continue until November 23, 2026.
However, the government has not approved the changes. The new requirements remain under consideration.
Australia Considers New Financial Requirements for Student Visas
Under the proposed Visa Rules, international students could face stricter financial checks before receiving approval to study in Australia.
The government is reviewing four possible options to verify whether applicants can afford their education and living costs.
Option 1: Students would deposit 50% of their total course tuition fees and living expenses in an Australian bank account.
The money would remain in the account for at least one month, with restrictions on withdrawals.
Option 2: Applicants would deposit the same amount for three months. However, withdrawals would not be restricted.
Option 3: Students would deposit 100% of their first-year tuition fees and living expenses for three months.
Some restrictions on accessing the deposited money could also apply.
Option 4: Applicants could prove their financial capacity through scholarships, education loans, personal savings, or a combination of these sources.
Certain students might also qualify for exemptions from transferring money into Australian bank accounts.
Pakistani Students Could Face Additional Financial Checks
The proposed changes could create new challenges for Pakistani students planning to pursue higher education in Australia.
Applicants from countries classified under Evidence Level 3 may face additional documentation requirements.
These could include bank statements showing at least six months of financial transactions.
Australian authorities are also considering tougher checks on education loans.
Government-backed and secured loans may receive preference over unsecured personal loans.
Additionally, students could be required to submit financial documents regardless of their education provider’s Evidence Level.
However, the government is not proposing an increase in the existing financial capacity amount under these temporary measures.
Australia Plans Changes to Genuine Student Assessment
The proposed Visa Rules also include possible changes to Australia’s Genuine Student assessment process.
Authorities may place greater importance on students’ academic backgrounds, previous education, and chosen courses.
The government wants to determine whether applicants genuinely intend to pursue their studies.
Officials are also reviewing how financial circumstances influence student visa decisions.
These measures aim to improve the application process while identifying applicants who may struggle to afford their education.
Rising Student Visa Rejections Raise Concerns
Australia’s proposed changes come amid concerns about increasing student visa rejection rates.
Speaking at the Australian International Education Conference 2026, Assistant Minister Julian Hill acknowledged the difficulties facing international applicants.
He said high rejection rates were discouraging genuine students from choosing Australian universities.
Some applicants also worry that an Australian visa refusal could affect future applications to other countries.
Hill rejected claims that rising refusals were directly connected to migration targets.
He explained that authorities were concerned about students who could not realistically finance their education.
Meanwhile, Australian universities have expressed concerns about falling international student enrolments.
Charles Sturt University Vice-Chancellor Renée Leon highlighted a significant decline in offshore higher education visa approvals.
According to figures she cited, visa grants had dropped by more than 40% compared with the previous year.
She also urged authorities to provide clearer eligibility guidance before students pay the $2,500 visa application fee.
When Will Australia’s New Student Visa Rules Take Effect?
Australia has not announced an implementation date for the proposed changes.
The Department of Home Affairs will review public feedback after the consultation closes on November 23, 2026.
Any final decision will depend on the government’s assessment of the proposed measures.
For now, international students should continue following the existing student visa requirements.
Applicants from Pakistan and other countries should also monitor official Australian immigration updates before making financial arrangements.
