Drive Big, Pay More Cardiff’s New Parking Proposal

Motorists driving sports utility vehicles (SUVs) or other large vehicles could soon pay more for parking in Cardiff under a proposed parking permit system. Cardiff Council will vote on the changes this Thursday, which aim to cut congestion, improve air quality, and promote greener travel choices.

According to the proposal, Cardiff would be divided into three zones β€” the City and Civic Centre, the Inner Area, and the Outer Area β€” each with different parking rules. Resident permits in the city centre would be scrapped, and student permits would be reduced under the plan.

Cardiff Council said the new parking system would include a surcharge for β€œoversized and highly polluting vehicles.” Drivers with SUVs or cars weighing more than 2,400kg would pay higher fees, while those with vehicles over 3,500kg would not be eligible for a permit.

The plan also includes new permit categories for NHS workers, carers, and essential service providers. These new permits aim to support those who rely on driving for their jobs while balancing environmental concerns.

Clean Cities, a lobby group advocating sustainable transport, said Cardiff is the first UK city to put SUV-related parking charges to a Cabinet vote. The group welcomed the move as a bold step toward cleaner and safer city streets.

However, some residents and students have raised concerns. Cardiff University student Joe Liston said the new limits on student permits are β€œunfair,” as many rely on cars for work and study. Town planner Kathryn Williams warned that motorists may feel a β€œdouble-whammy” from both car tax and higher parking fees.

Despite criticism, supporters argue the plan will reduce air pollution and make Cardiff’s streets safer. Cardiff resident Thomas Chu said reducing parking in the city centre is necessary to limit congestion and pollution.

If approved, the SUV parking surcharge and other changes will undergo further consultation before being implemented. Cardiff Council said the plan will β€œimprove quality of life” for residents and prioritise blue badge holders.
