Russian Finance Ministry Proposes Raising VAT to Help Fund Ukraine War

In a significant fiscal move, the Russian Finance Ministry has proposed increasing the value-added tax (VAT) from 20% to 22%, effective January 1, 2026. This measure aims to generate approximately 1 trillion rubles (about $11.9 billion) annually to support the ongoing military operations in Ukraine, which are entering their fifth year.

Budget Priorities and Economic Implications

The proposed VAT hike is part of a broader strategy to address the country’s growing budget deficit, which is projected to exceed the initial estimate of 1.7% of GDP for 2025. Finance Minister Anton Siluanov emphasized that the increased revenue would primarily fund defense and security expenditures, including military salaries, equipment upgrades, and support for soldiers’ families.

Despite the anticipated short-term economic strain, the Finance Ministry has assured the public that the impact on essential goods will be minimal. A reduced 10% VAT rate will remain in place for necessities such as bread, dairy, meat, medicines, and children’s products.

Political Reactions and Public Sentiment

The proposal has sparked debate within Russia. President Vladimir Putin has indicated openness to tax adjustments, citing historical precedents like U.S. tax hikes during wartime. However, some critics argue that the increased tax burden may exacerbate economic challenges for ordinary citizens.
