Saudi Drops Kafeel Rule; What It Means For Visas & Your Plans?

Saudi Arabia has announced a major update to its Premium Residency program, revealing new fees, benefits, and procedures for foreign nationals who wish to live and work in the Kingdom without a sponsor or kafeel.

The Premium Residency initiative offers expatriates long-term stability, allowing them to own property, run businesses, and enjoy greater independence while contributing to the Saudi economy. It is a key part of the Kingdom’s Vision 2030 plan to attract skilled professionals and global investors.

Two Types of Premium Residency

Under the new system, the Saudi government offers two types of Premium Residency options:

  1. Permanent Residency – This requires a one-time payment of SAR 800,000 (about USD 213,000) and grants indefinite stay privileges.
  2. Renewable Residency – This option costs SAR 100,000 (around USD 26,700) per year and allows residents to renew their status annually.

Benefits of Premium Residency

Holders of Premium Residency enjoy a range of benefits, including:

  • No requirement for a Saudi sponsor (kafeel).
  • The right to own property, excluding areas like Makkah, Madinah, and border zones.
  • Freedom to work or invest in businesses.
  • The ability to sponsor family members, including spouses and children.
  • Unrestricted movement within the country.
  • Access to healthcare, education, and banking services.
  • Permission to transfer funds internationally.

However, the scheme does not include Saudi citizenship or voting rights.

Eligibility and Application Process

Applicants must be at least 21 years old, hold a valid passport, and have a clean criminal record. They must also be medically fit, legally present in Saudi Arabia, and able to show proof of financial stability.

To apply, candidates should create an account on pr.gov.sa, complete the online form, upload necessary documents (such as passport copies and bank statements), and pay the relevant fee. Approvals are typically processed within one to three months.

The Premium Residency program reflects Saudi Arabia’s ongoing efforts to create a more open, investor-friendly environment, boosting economic diversification and attracting global talent.
