The United States has imposed new sanctions on Russia’s two biggest oil companies in a fresh attempt to pressure Moscow into peace talks with Ukraine. The move marks a significant policy shift from President Donald Trump’s earlier stance of avoiding sanctions until Europe reduced its dependence on Russian energy.
Announcing the decision, Trump said he had lost patience with Russia’s failure to make progress in negotiations. “Every time I speak to Vladimir, we have good conversations — but they go nowhere,” he remarked. The sanctions package, which Trump described as “tremendous,” aims to restrict funding for what Washington calls the Kremlin’s “war machine.”
The new measures target Rosneft and Lukoil — companies that together export over three million barrels of oil daily. These firms generate much of the revenue used to sustain Russia’s war efforts. Treasury Secretary Scott Bessent said the sanctions were essential because of “Putin’s refusal to end this senseless war.”

The sanctions come as European nations also ramp up economic pressure on Moscow. The UK recently sanctioned Rosneft and Lukoil, while the European Union plans to ban Russian liquefied natural gas imports by 2028.
