The storm is moving northward toward Virginia, Maryland, Pennsylvania, and New York, where it may trigger tornadoes and further flash flooding, according to forecasts. The National Weather Service warned that Debby would continue to weaken through Sunday, but heavy rain and flooding effects would persist for the next two days.
