The Lahore High Court (LHC) on Monday summoned top officials, including DG Walled City, DG PHA, and the FIA director, amid petitions challenging the Kite-Flying Act. The court is seeking clarity on safety measures following recent incidents.
During the hearing, the bench ordered the SSP Operations and Deputy Commissioner to submit reports regarding a recent kite string incident in Lahore. A petitionerโs lawyer highlighted that a 10-year-old boy was seriously injured after being struck by a kite string in Valencia Town just two days ago.
The bench questioned why such kite string incidents are not being prevented and emphasized the need for immediate action. The court directed the SSP to submit a detailed report on the incident, including safety measures in high-risk areas.
Officials informed the court that critical points have been identified, and a control room has been established at the Lesco headquarters. A Lesco representative confirmed that damaged wires at high-risk locations would be repaired within two days to prevent further accidents.
Deputy Commissioner Lahore added that dangerous points have been communicated to the power utility, ensuring extra precautions are taken during kite flying festivities.
The petitionerโs lawyer raised concerns about political exploitation during Basant celebrations, submitting an advertisement featuring CM Maryam Nawaz and former Prime Minister Nawaz Sharif. The bench suggested that while celebrating the festival, political victimization should be avoided.
Additionally, the court directed the Advocate Generalโs office to submit a report regarding the ban on songs during the festival, highlighting multiple aspects of public safety and cultural regulations.
Kite string incidents have increasingly drawn attention in Lahore, especially during Basant, when decorative and sometimes hazardous strings are used. Authorities are now under scrutiny to implement preventive measures to safeguard children and citizens.
The LHC emphasized that ensuring public safety should be a priority, and officials must take effective action to avoid any repeat of kite string incidents. With reports due soon, the court aims to balance festival traditions with citizensโ protection.
The case marks a critical step in regulating kite flying and preventing further injuries caused by kite strings in Lahore.
