Pakistan Institute of Legislative Development and Transparency (PILDAT) has released a detailed report reviewing the performance of Pakistan’s National Security Committee (NSC). The report highlights key trends during Prime Minister Shehbaz Sharif’s second year in office, which began on March 5, 2025.
According to PILDAT, the National Security Committee met only three times over the past year. This limited number of meetings points to inconsistency in its functioning. The report notes that the committee largely operated in a reactive manner instead of following a structured schedule.
The review explains that the meetings held between April and June 2025 were important. These sessions focused on civil-military coordination and national security responses. They were convened during a period of heightened tensions, including the Pahalgam attack in Indian-administered Kashmir and rising cross-border concerns.
PILDAT also highlighted the June 2025 meeting as significant. It showed that the NSC has the ability to assess broader regional developments. These included events such as Israeli strikes on Iran. This demonstrated the committee’s potential to act as a platform for wider strategic discussions.
However, the report stressed that the overall use of the NSC remained irregular. It functioned mainly as a crisis-response body instead of a consistent policy forum. This approach limited its effectiveness in long-term planning and coordination.
The report further pointed out that the National Security Division was not fully utilized. This division is meant to support the NSC with analysis and coordination. Due to irregular meetings, its role remained limited. PILDAT noted that parallel coordination systems also reduced the committee’s importance.
To address these issues, PILDAT recommended making the NSC a more structured and active platform. It suggested holding regular monthly meetings to review both domestic and international security matters. This would help improve policy consistency and institutional coordination.

The report concluded that Pakistan’s national security framework needs stronger cooperation and planning. It emphasized the importance of regular dialogue and forward-looking strategies. According to PILDAT, consistent use of the NSC can strengthen decision-making and improve overall governance in security matters.
