HEC Makes Entry Test Mandatory for MPhil and PhD Admissions

The Higher Education Commission (HEC) has announced a major policy change for graduate admissions across Pakistan. Under the new rules, entry tests will become mandatory for admission into MS, MPhil, and PhD programmes starting from the Fall 2026 semester.

According to reports, the HEC has directed all public and private universities to follow a unified admission process based on standardized testing.

Under the updated policy, universities will no longer be allowed to conduct their own separate admission tests for graduate programmes. Instead, admissions will now depend on tests conducted under the official HEC framework.

The approved tests include the Graduate Assessment Test (GAT), Higher Education Aptitude Test (HAT), and GRE, depending on the programme and academic requirements.

Officials said the decision was made to improve fairness, transparency, and merit in Pakistan’s higher education system.

The HEC has also revised certain parts of the Graduate Education Policy 2023 as part of the new changes. The commission believes a centralized testing system will help maintain equal standards across universities.

Education experts say the move could reduce inconsistencies in admission procedures between institutions and create a more transparent system for students applying to graduate programmes.

The HEC stated that the purpose of the policy is to establish a uniform national framework for MS, MPhil, and PhD admissions in Pakistan.

According to officials, the new testing structure will help ensure that students are evaluated through the same academic standards regardless of the university they apply to.

The commission has instructed universities to immediately align their admission systems with the updated guidelines.

Many universities previously conducted separate admission tests and interviews for graduate programmes. However, under the revised policy, all institutions will now rely on standardized exams recognized by the HEC.

Education analysts believe the new policy may also help students by reducing the burden of appearing in multiple university entry tests.

The changes are expected to affect thousands of students planning to apply for graduate studies after 2026.

The HEC said universities must ensure proper implementation of the new policy and maintain compliance with national academic standards.

Officials added that the revised framework aims to improve the quality of higher education and strengthen confidence in Pakistan’s graduate admission process.
