According to reports, Govt planning includes several sensitive proposals linked to the 18th Amendment. These proposals may affect the balance of authority between the federation and provinces. The discussions are still at a conceptual stage and have not been formally presented in Parliament.

One of the most debated ideas under review is the possible extension of the federal governmentโ€™s tenure beyond the current five-year constitutional limit. In this context, Govt planning also includes suggestions to make the term flexible under certain conditions. However, officials have not confirmed any final decision.

Another key proposal under Govt planning is the possibility of delaying general elections in exceptional situations. Sources say conditions such as war, severe economic instability, or major natural disasters are being considered. These proposals are being discussed as part of ensuring continuity in governance during crises.

The ideas have sparked debate in political and legal circles. Many observers have raised concerns about their impact on democratic continuity and constitutional stability. However, the government has not officially tabled any amendment yet.

Alongside these proposals, Govt planning also includes wider structural reforms. These include revisions to the National Finance Commission (NFC) Award and changes in the distribution of powers between federal and provincial governments.

Reports also suggest that subjects like education and health may be moved back to federal control. Karachi and Gwadar are also being considered as federally administered cities under the proposed framework.

Other possible changes include adjustments to the Governorโ€™s Rule mechanism. There is also discussion about creating new provinces without requiring approval from provincial assemblies.

Additionally, the proposal package reportedly examines the future of the Benazir Income Support Programme (BISP). Provinces may be tasked with introducing alternative welfare systems funded through NFC allocations.

Federal Information Minister Attaullah Tarar has commented on some aspects of the discussion. However, officials have not fully clarified the broader constitutional proposals, especially regarding tenure extension.
