Rana Sana Backs Local Government Reforms to Improve Governance Across Pakistan

ISLAMABAD: Prime Ministerโ€™s Adviser on Political and Public Affairs, Rana Sanaullah, has stressed the need for major governance reforms in Pakistan. He said the country should either create new administrative units or establish a stronger and more empowered local government system.

Speaking on a television programme, he said better governance is necessary to address growing administrative challenges. Rana Sana backs reforms that can improve public service delivery and strengthen decision-making at the local level.

According to Rana Sanaullah, local governments should have greater authority and resources. He said empowering local institutions would help solve problems more effectively and bring government services closer to the people.

He also proposed that development funds should be distributed fairly among districts and tehsils. He suggested using the same formula that is currently applied when allocating resources from the federal government to provinces.

Rana Sanaullah emphasized that no area should be left behind in the development process. He said all regions deserve equal access to public funds and infrastructure projects.

The adviser revealed that discussions are ongoing regarding both reform options. Policymakers are considering whether to introduce a stronger local government structure or divide the country into smaller administrative units. However, no final decision has been made so far.

Despite the lack of consensus, he noted that there is broad agreement on the need for change. Rana Sana backs measures that can improve administrative efficiency and strengthen governance throughout the country.

He further stated that a constitutional amendment may be required to implement the proposed reforms. Such an amendment could be introduced once the two major coalition partners, the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP), reach a mutual understanding.

Earlier, Rana Sanaullah also highlighted the importance of a powerful local government system for Karachi. He said the city needs greater administrative autonomy to address its growing urban challenges.

He argued that the existing provincial structure is not sufficient to effectively manage major cities such as Karachi, Lahore, Peshawar, Quetta, Sukkur, and Multan. According to him, large urban centers require stronger local institutions to respond to public needs.
