Lahore Electric Supply Company (LESCO) has come under scrutiny after reports emerged that some solar consumers were billed in a way that allegedly contradicted the terms of their signed agreements. The issue has prompted the power utility to begin reviewing customer records and billing documents.
According to reports, LESCO has asked its offices to provide certified copies of agreements and demand notices related to consumers who were shifted from net metering to net billing. The review aims to determine whether billing practices matched the conditions agreed upon with consumers.
Officials have also requested complete records of customers based on documents submitted up to February 9. In addition, LESCO has sought information on consumers who installed solar systems with a capacity of up to 25 kilowatts.
The move comes after concerns were raised that some consumers received electricity bills that did not reflect the terms outlined in their original agreements. Authorities are now examining the available records to determine how the billing process was carried out.
The review is expected to identify cases where customers may have been charged under a different billing framework than the one stated in their contracts. Officials will compare submitted documents with billing records before making further decisions.
Pakistan has been gradually updating its rooftop solar energy policies as the number of solar users continues to grow. Changes in the country’s solar billing framework have increased attention on how electricity companies implement net metering and net billing systems.
The current review is also intended to ensure that billing practices remain consistent with the Federal Government’s solar energy policy. Authorities are assessing whether consumers were billed according to the regulations and agreements that applied when their systems were approved.
The development has created uncertainty among many rooftop solar users. Consumers are closely watching whether incorrect bills, if confirmed, will be revised and whether those shifted from net metering to net billing will receive relief under the government’s prescribed framework.
Energy experts say transparent implementation of solar policies is important for maintaining public confidence in renewable energy programs. Clear and consistent billing practices can also encourage more households and businesses to invest in solar power.
