CDA Issues Notice to Green Homes Housing Scheme Over Illegal Development

The CDA has issued a show-cause notice to Green Homes Housing Scheme over alleged illegal development in Zone-IV of Islamabad. The authority has ordered the housing society to stop all development work immediately.

The notice was issued by the Directorate of Housing Societies under the CDA Planning Wing. Officials said the scheme was carrying out construction and plot-related activities without required approvals.

According to the notice, the housing project started development without obtaining a Layout Plan (LOP) approval and No Objection Certificate (NOC). The CDA stated that no private housing scheme can operate in Islamabad without its official permission.

The authority has also ordered the management to stop the sale, transfer, and allotment of plots. All marketing campaigns linked to the housing scheme must also be suspended.

Officials warned that failure to follow the orders could result in strict legal action. This may include demolition of illegal structures, sealing of offices, and closure of the site.

The CDA said enforcement may also be carried out with police assistance if needed. It added that all demolition and legal costs will be recovered from those responsible.

The notice gave Green Homes Housing Scheme seven days to remove or demolish all illegal structures. The management has also been asked to stop using land developed against the law.

The CDA referred to decisions by the Islamabad High Court and the Supreme Court of Pakistan. These rulings confirm that the CDA is the only authority allowed to regulate private housing schemes in Islamabad.

Officials said no other institution or local body can issue approvals that go against the CDA Ordinance 1960 and zoning laws.

The sponsors of Green Homes Housing Scheme have also been given seven days to submit a written reply. They must also appear for a personal hearing before the authority.

If they fail to respond, the CDA said ex-parte proceedings will begin without any further notice.

Copies of the notice have been sent to several departments, including Islamabad administration, police, Islamabad Electric Supply Company, and Sui Northern Gas Pipelines Limited, to ensure legal compliance and stop unauthorized development in the capital.
