The Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) has harshly criticised the Federal Government for submitting the Higher Education Commission (HEC) Bill 2023 in a hurried manner during a recent Federal Cabinet meeting.
FAPUASA, including its provincial chapters, President Dr. Kaleemullah Bareach, and Executive Council members issued a united statement expressing their concerns.

They emphasised that the decision to introduce the law without consulting any stakeholders is a clear infringement of the 18th Amendment’s principle of provincial autonomy.
Furthermore, it is viewed as an attempt to undermine the HEC’s and institutions’ autonomy.
The proposed measure, according to the statement, gives the Prime Minister direct responsibility over the selection of the HEC Chairperson and members, reducing the number of members and abolishing province representation.
Furthermore, the bill forbids provincial legislatures and administrations from establishing new universities.
FAPUASA emphasises the importance of including provinces and main stakeholders, notably teachers and their elected representatives, in such critical legislation.
They require that provinces and stakeholders be consulted and invited to participate in constitutional forums, particularly the Council of Common Interest, prior to any decision-making.
