The Khyber Pakhtunkhwa government has announced a major reform in its documentation system. Effective September 1, 2025, KP abolishes physical stamp papers, replacing them with a fully digital e-stamping system.
According to a notification issued under the Registration Act of 1908, only e-stamped documents will be accepted for legal and financial transactions after the set date. The government said the initiative aims to stop counterfeit stamp papers and ensure transparent revenue collection through the Bank of Khyber, with payments going directly into the provincial treasury.
The decision to move toward e-stamping comes after several fraud cases were reported in other provinces. Recently, a massive scam in Punjabโs Chiniot revealed forged court fee stamps worth millions of rupees. Fake stamp papers of Rs1,500, 1,200, 500, and 200 were altered and converted into stamps worth Rs15,000. Courts uncovered multiple counterfeit submissions, raising serious concerns over the integrity of the manual system.
Judicial sources said 36 fake stamp papers were detected in Civil Judge Umar Farooqโs court, 22 in Chaudhry Fayazโs, 19 in Shazia Kausarโs, and 16 in Judge Javed Iqbalโs court. The incident highlighted how loopholes in the manual stamp paper system were exploited for financial gain.
By shifting to e-stamping, the KP government expects to eliminate such fraudulent practices. Authorities believe the new system will not only secure provincial revenues but also improve service delivery by making the process faster and more efficient.
Registrars and relevant departments have been instructed to strictly enforce the directive once KP abolishes physical stamp papers. The government has also urged citizens to prepare for the transition, as manual stamp papers will no longer hold any legal value after the deadline.
