The Capital Development Authority (CDA) has started work on a major road project in Islamabad. The project involves building an underpass at Kashmir Chowk, also called Dhokri Chowk.
The location is on Murree Road near Islamabad Club. The planned underpass is expected to improve traffic movement in the area. The estimated cost of the project is around Rs1.4 billion.
The CDA has opened the technical bids for the construction work. Two companies submitted their bids for the project. These firms are Habib Construction Services (HCS) and MS Kamran Khan, also known as Kundi Group.
According to the proposed traffic plan, the underpass will serve vehicles traveling toward Rawalpindi. Traffic coming from the Serena side will use the underpass. Vehicles heading toward Murree will travel over the top slab.
The design aims to separate traffic flows at the busy junction. This could help reduce congestion and improve movement along Murree Road.
During the technical evaluation, the CDA declared Kundi Group’s bid non-responsive. The company later submitted a formal grievance against the decision.
A CDA official said the authority will review the complaint within five days. The decision will determine the next stage of the bidding process.
If the CDA accepts the grievance, it will open the financial bids from both companies. The project can then move forward with further procurement steps.
However, if the complaint is rejected, Kundi Group can approach the Public Procurement Regulatory Authority (PPRA). The authority will have to follow the relevant procurement process.
The CDA official said the matter is expected to be resolved within 15 days. The outcome will determine whether both firms remain in the competition.
The Kashmir Chowk underpass is part of ongoing infrastructure development in Islamabad. The project is expected to support smoother traffic flow on an important road connecting Islamabad and Rawalpindi.

Further progress will depend on the completion of the bidding and grievance process. The CDA will proceed according to procurement rules after the dispute is settled.
