Retired Justice Maqbool Baqar Chosen as Sindh’s Caretaker CM

In a late-night development, Sindh’s Governor Kamran Tessori has given the green light to the appointment of Justice (retd) Maqbool Baqar as the caretaker Chief minister of the province. The decision was ratified under Article 224 (1A) of the Constitution. The Chief Secretary of Sindh has subsequently issued an official notification regarding this appointment. The swearing-in ceremony for Justice (retd) Maqbool Baqar is scheduled for August 16, marking an essential step in the interim governance transition.

Justice Maqbool Baqar brings a wealth of legal expertise to his new role, having served as a distinguished judge in the Supreme Court of Pakistan. Born on April 5, 1957, in Karachi, he embarked on his legal journey by attaining his LLB degree from the University of Karachi in 1979. His legal career commenced as an advocate in the Sindh High Court back in 1981. Over the years, he earned recognition for his judicious work and was appointed an Additional Judge of the High Court in August 2002. His tenure at the Sindh High Court lasted from 2002 to 2015.

In a significant milestone, Justice Baqar was elevated to the esteemed Supreme Court of Pakistan on February 17, 2015, further solidifying his reputation as a legal luminary. His contributions to jurisprudence include notable judgments that have left a mark on the country’s legal landscape. Notably, he authored the pivotal judgment in the case of Asif Zardari vs National Accountability Bureau, which underscored the boundary of the National Accountability Bureau’s investigatory powers, particularly in relation to former President Asif Zardari.

Another significant instance in Justice Baqar’s career was his dissenting opinion in the case of Justice Qazi Faez Isa vs Federation of Pakistan. In this landmark case, he asserted that the presidential reference against Justice Isa was motivated by political considerations.

As Justice (retd) Maqbool Baqar assumes the role of Sindh’s caretaker Chief Minister, his extensive legal experience and principled judgments are expected to guide the province through this interim period, bridging the governance gap and ensuring the continuity of administrative affairs.
