Saudi Arabia Introduces New Regulations for Seasonal Work Visas

The Saudi Ministry of Hajj and Umrah has announced updates to the regulations for temporary work visas related to Hajj and Umrah services. A significant change allows visa holders to stay for up to 90 days, with the option to extend their stay for an additional 90 days.

This initiative is part of broader reforms approved by the Saudi Cabinet, aimed at enhancing flexibility for the private sector and aligning visa policies with labor market demands, according to the Saudi Press Agency (SPA). The visa has been renamed the “temporary work visa for Hajj and Umrah services” and will now feature a longer grace period, which will run from Shaban 15 to the end of Muharram (approximately February 14 to July 25).

Additionally, the updated regulations will enable businesses operating during the Umrah season to broaden access to these visas, facilitating the hiring of temporary workers. The ministry is also implementing stricter governance and transparency in visa-related procedures, establishing specific timeframes to complete the process.

A key requirement includes having a signed employment contract and mandatory medical insurance for workers before the visa can be issued through Saudi embassies and consulates abroad. To deter misuse, significant penalties will be enforced on violators. Companies found selling temporary work visas may face fines of up to 50,000 Saudi riyals and could be blacklisted from providing Hajj and Umrah services for up to five years, with the possibility of both penalties being applied concurrently.

These changes will take effect 180 days after approval, providing businesses with time to adapt to the new system while ensuring smoother operations during the Hajj and Umrah seasons.
