Why Did the US House Approve a $901 Billion Defence Bill Despite Opposition

WASHINGTON โ€” The US House of Representatives approved a historic defence policy bill on Wednesday, authorizing $901 billion in military spending for fiscal year 2026. The vote saw 312 lawmakers in favor and 112 opposed. The legislation now moves to the Senate and is expected to be signed into law by President Donald Trump after approval.

The National Defense Authorization Act (NDAA) sets a record for annual military funding, surpassing Trumpโ€™s initial request by $8 billion. The 3,086-page bill covers defence acquisitions aimed at countering rivals such as China and Russia. It also includes measures to improve troop welfare, including nearly a 4% pay increase and better housing on military bases.

The legislation emphasizes U.S. support for Europe and Ukraine amid Russian aggression. It allocates $400 million annually in military assistance to Ukraine over the next two years. The bill also mandates that at least 76,000 troops and major equipment remain stationed in Europe unless NATO allies are consulted.

Some provisions of the NDAA have sparked debate. Approximately $1.6 billion was removed from programs focused on diversity, equity, inclusion, and climate change โ€” initiatives previously criticized by Trump.

The bill also introduces oversight measures requiring greater transparency from the Department of Defense regarding recent US military strikes on alleged drug-smuggling vessels in the Caribbean and Pacific. It threatens to withhold 25% of Defense Secretary Pete Hegsethโ€™s travel budget unless detailed disclosures are provided.

The legislation faced criticism from both hardline conservatives and opponents concerned about Trumpโ€™s management of the military. Republican House Armed Services Committee Chair Mike Rogers emphasized the need for a โ€œready, capable and lethal fighting forceโ€ due to complex threats from China.

Top Democrat Adam Smith described the bill as a step toward restoring congressional authority, although he noted it does not fully limit the administrationโ€™s overseas commitments.
