Government Announces New Fixed Charges For Three-Phase Electricity Consumers

The federal government has introduced a revised fixed-charge structure for all three-phase electricity consumers. This includes households and businesses, including solar power users. The changes will appear in this monthโ€™s bills.

Under the new system, consumers with an approved load of five kilowatts will face a minimum fixed charge of Rs1,687. Charges increase with higher loads, reaching Rs5,062 for a 15-kilowatt connection. Loads above 15 kilowatts will have even higher fees.

Officials said the revised structure aims to standardize billing for three-phase electricity users and ensure fairness across residential and commercial sectors. NEPRA approved the changes after consultations with relevant stakeholders.

The new framework also impacts solar consumers. Alongside these fixed charges, the government has launched the โ€œSolar Consumers Regulations 2026.โ€ The net metering system will be replaced with a net billing mechanism for new solar customers. Under net billing, surplus electricity will be purchased at Rs11 per unit, rather than being fully adjusted one-to-one.

Existing solar users will continue under the previous billing system. Authorities stressed that the changes apply only to new solar connections and aim to encourage investment while maintaining grid stability.

Private housing societies and commercial complexes with three-phase connections are expected to see the most noticeable impact. The government said it will provide guidelines to help consumers understand the new charges and billing process.

Experts note that the move could slightly increase monthly electricity costs for large-load users, but it ensures a consistent and transparent billing system for all consumers.

In conclusion, the revised fixed charges and net billing mechanism reflect the governmentโ€™s efforts to modernize electricity regulations. Consumers with three-phase connections are advised to review their bills carefully and consult authorities if they have any questions.
