Starlink, the satellite internet service owned by Elon Musk, is set to launch in Pakistan, subject to receiving the necessary security clearance and licences. The Pakistan Telecommunication Authority (PTA) informed the Senate Standing Committee on Information Technology that the Starlink service could be operational within a month if these requirements are met.
Currently, Starlink has not yet received the Long Distance & International (LDI) and Local Loop (LL) licences, which are prerequisites for providing internet services in the country. PTA Chairman Maj-Gen (retd) Hafeezur Rehman stated that the process is moving forward, with hopes for a resolution soon.

The discussion also touched on Elon Musk’s controversial remarks about grooming gangs in the UK allegedly run by Pakistanis, which sparked concerns among the committee members. Chairperson Palwasha Khan described these remarks as “disinformation” and questioned Musk’s motivations. Some members proposed that a licence should only be granted if Musk issues a public apology for his statements.
In terms of technical aspects, Starlink plans to establish 2-3 ground stations in Pakistan, providing internet services through its constellation of Low Earth Orbit (LEO) satellites. The PTA is reviewing the proposal, and further discussions with the Ministry of IT and the Pakistan Space and Upper Atmosphere Research Commission (Suparco) are ongoing to ensure compliance with national regulations.
Personal Data Protection Bill and Telecom Foundation Updates
In addition to Starlink, the Senate committee also reviewed the progress of the Personal Data Protection Bill, 2023. Despite delays due to governmental changes, the committee emphasized the need for swift approval of the bill to enhance data protection measures in the country.
Lastly, the committee discussed the performance of the Telecom Foundation, which operates independently and is expected to generate Rs1 billion in revenue this year. It manages 15 schools and offers health services, with a focus on expanding its core functions.
