A key legal step in the Noor Muqaddam case has been completed. Zahir Jafar, the man sentenced to death for Noor’s brutal killing, has undergone a medical and psychological evaluation at Adiala Jail.
The medical check is required before any mercy appeal can be forwarded to the President of Pakistan. Officials confirmed that the evaluation took place on Monday inside the jail premises.
A two-member medical board from the Pakistan Institute of Medical Sciences (PIMS) carried out the examination. The board included psychologist Dr. Shafqat Nawaz and neurologist Dr. Aamir Naveed. Both doctors stayed at the jail for almost three hours to assess Zahir Jafar’s mental and physical condition.
The jail administration had formally requested the formation of the medical board. This was done in line with legal rules needed to process a clemency plea for a death row convict.
The medical team will now send its findings to the jail authorities. This confidential report will be added to Zahir Jafar’s mercy petition. The petition will then be sent to the President, who has the final say in such appeals.
Zahir Jafar was convicted and sentenced to death in 2022. He was found guilty of killing Noor Muqaddam, a 27-year-old woman, in a case that caused national outrage. The murder shocked the country and sparked widespread discussions on gender-based violence and justice.
With the medical examination now complete, all legal steps for Zahir Jafar’s clemency appeal have been fulfilled. The President’s decision on the mercy plea will be the last legal option available to him.
The case remains one of Pakistan’s most widely followed criminal trials in recent years. Many await the final outcome of the mercy appeal process.
