Why Saudi Arabia Is Cracking Down On Tobacco Shops Near Mosques and Schools

Saudi Arabia has introduced strict new regulations for tobacco shops, banning their operation within 500 meters of mosques and schools. The Ministry of Municipalities and Housing announced the move as part of efforts to regulate the sale of tobacco products and ensure compliance with public safety and health standards.

According to the ministry, the new rules apply to all tobacco shops selling cigarettes, shisha, e-cigarettes, and related accessories. Store owners must now obtain a valid commercial registration, Civil Defence approval, and comply fully with the Municipal Licensing Procedures Law and its executive regulations.

Each shop must meet several spatial and technical standards. It must be located in a commercial building within the city’s limits, with a minimum area of 36 square meters. Local municipalities may also introduce additional requirements depending on street width and zoning classification.

External signboards can only display the business name, while logos or promotional materials are strictly prohibited. Using public sidewalks or areas outside the shop’s boundary for business activities is also banned.

All tobacco shops must install internal and external surveillance cameras, maintain hygiene, and provide electronic payment options. Retailers must keep proper records proving the legal source of their products and cannot sell tobacco to anyone under 18 years of age. Proof of age may be requested from customers.

The ministry also requires that all tobacco products carry clear health warnings that comply with Saudi Food and Drug Authority (SFDA) standards. Cigarettes must be sold only in sealed packages, while sales by the unit or through vending machines are prohibited.

Discounts, free samples, and promotional gifts related to tobacco are banned. E-cigarette liquids must be sealed tightly, and clear pricing should be displayed on all items.

Municipal authorities will monitor tobacco shops for compliance and impose penalties on violators to ensure the new rules are effectively enforced.
