Pakistan Finalizes Crypto Rules in Just Six Months, Says Crypto Chief

Pakistan has developed a complete regulatory framework for virtual assets in less than six months. The initiative also used only a small portion of its approved budget.

Minister of State and Pakistan Virtual Assets Regulatory Authority Chairman Bilal Bin Saqib shared the details at Bitcoin Asia in Hong Kong.

Saqib said the authority completed the regulatory framework while spending only 8 percent of its approved budget. The remaining 92 percent was returned to the national treasury.

New Framework for Digital Assets

The new framework creates a formal regulatory pathway for digital asset companies operating in Pakistan.

It covers several important areas of the Crypto industry. These include digital asset exchanges, brokerage services, custody services and asset management.

The framework aims to establish clear requirements for companies offering virtual asset services in the country.

It also introduces measures focused on financial security and consumer protection.

According to Saqib, the rules cover anti-money laundering requirements and measures against terrorism financing. Customer asset protection and cybersecurity are also included within the regulatory structure.

These measures are intended to establish oversight as Pakistan’s digital asset sector develops.

Pakistan Focuses on Results and Technology

Saqib said governments should measure performance through results instead of focusing only on spending.

He said Pakistan adopted a model based on smaller teams and greater use of technology. This approach reduced the need to establish a large administrative structure for regulating the sector.

Pakistan’s Crypto regulatory framework was completed within months under this model. The authority also returned most of its approved funding after completing the framework.

Saqib presented the budget savings as an example of focusing government resources on measurable outcomes.

Rapid Technology Requires Faster Regulation

Saqib also discussed the speed at which new technologies are developing worldwide.

He said governments must adapt quickly as technological changes reshape financial markets and digital services. The virtual asset sector has developed rapidly and continues to introduce new technologies and business models.

Saqib said regulatory systems must therefore keep pace with developments in the industry. Pakistan’s approach focused on developing regulations while maintaining the speed needed for an evolving digital economy.

The new framework gives Crypto and other virtual asset businesses a defined regulatory pathway in Pakistan. Authorities will now have a formal structure covering key digital asset activities and financial safeguards.

Saqib said Pakistan’s experience showed that regulatory development and implementation speed must move together.

The framework represents Pakistan’s latest effort to establish formal oversight of its growing virtual asset sector.
