The Senate and National Assembly are scheduled to discuss resolutions concerning the imposition of emergency and governor’s rule in Khyber Pakhtunkhwa (KP). According to 24NewsHD TV, the National Assembly will meet at 11:00 AM, while the Senate session is scheduled for 4:00 PM.

Sources said Federal Minister for Parliamentary Affairs Tariq Fazal Chaudhry would present the relevant resolution in the Senate. Special Assistant to the Prime Minister Rana Sanaullah also confirmed that a resolution would be presented in the National Assembly. A joint parliamentary session is scheduled for Thursday to consider ratifying the proposed measures.

Rana Sanaullah said the provincial government needed to demonstrate its performance in addressing security challenges. He also questioned the possibility of negotiations with individuals he accused of making statements against Pakistan’s unity.

The developments follow remarks by Interior Minister Mohsin Naqvi during Tuesday’s Senate session. He said negotiations between the federal government and Pakistan Tehreek-e-Insaf (PTI) had nearly produced an agreement. However, he claimed consultations involving KP Chief Minister Sohail Afridi and Murad Saeed caused the process to collapse.

Naqvi said the initial discussions focused entirely on terrorism rather than political matters. According to him, PTI leader Asad Qaiser assured the government that his party would support efforts to combat terrorism. Naqvi said he subsequently asked Qaiser to consult his party leadership before proceeding.

The interior minister stated that the government contacted PTI Chairman Barrister Gohar on October 10. He said the government requested proposed amendments to Paragraph 4 of the draft agreement. Following discussions with PTI representatives, six amendments were reportedly incorporated into the document.

Naqvi added that the negotiating team kept Chief Minister Sohail Afridi informed throughout the discussions. He alleged that the draft agreement was sent to the chief minister and then forwarded to Murad Saeed. According to Naqvi, the negotiations collapsed after these consultations.

The interior minister maintained that an agreement could have prevented the need to consider emergency measures or governor’s rule. He said the government had previously avoided exercising these powers, despite having the option earlier. He described the current decision as difficult and said it had not been taken lightly.

Naqvi also criticised the provincial government’s response to terrorist attacks. He alleged that provincial representatives were absent from the funerals of security personnel, while federal officials attended. He further claimed that some individuals within PTI had links with the Tehreek-e-Taliban Pakistan (TTP). He said the government would present evidence supporting these allegations at an appropriate time.

PTI Senator Syed Ali Zafar challenged the constitutional basis for imposing emergency measures and governor’s rule in KP. He argued that the government was using terrorism as a justification to remove an elected provincial administration. Ali Zafar said his party supported the fight against terrorism but maintained that security concerns could not justify violating the Constitution.

The proposed resolutions have placed constitutional authority, provincial governance, and counterterrorism efforts at the centre of parliamentary debate. The upcoming sessions are expected to address the government’s proposed measures and the objections raised by PTI representatives.
