ISLAMABAD โ€“ Power Division Urges NEPRA to Remove New Fees on Small Solar Systems

The Power Division has directed the National Electric Power Regulatory Authority (NEPRA) to immediately withdraw newly introduced application fees on small solar systems. The move comes under instructions from Sardar Awais Khan Leghari.

In an official memorandum, the Power Division raised concerns over the NEPRA Prosumers Regulations 2026. These rules have replaced the earlier 2015 net metering framework.

Officials said the new system has created financial pressure on small consumers. They urged NEPRA to review the policy to support Pakistanโ€™s clean energy goals.

Under the previous 2015 framework, solar systems up to 25 kilowatts were processed at the local level. Distribution companies handled approvals without any licensing requirement from NEPRA.

Consumers were also not required to pay application fees under the old system. This made solar energy more accessible for households and small businesses.

However, the 2026 regulations have centralized the entire approval process under NEPRA. The introduction of application fees has sparked concerns among stakeholders.

Industry experts and renewable energy advocates say the new rules create unnecessary delays. They argue that the system is now more complex and costly for ordinary users.

During recent hearings, several organizations urged NEPRA to restore the earlier approval process. They recommended returning control of small solar systems to local distribution companies.

Major industry groups, including solar and alternative energy associations, have also submitted formal objections. They warned that removing local approvals could slow down solar adoption.

The Power Division also expressed concern over the policy shift by NEPRA. Officials said requiring citizens to deal directly with the regulator could increase delays and confusion.

They stressed that removing application fees for systems up to 25kW is necessary. According to the division, this step is important to maintain momentum in renewable energy growth.

Authorities have officially requested NEPRA to restore the decentralized approval system. They also demanded the removal of all new charges on small-scale solar installations.
