IMF pushes strict new rules for vehicle imports in Pakistan

Pakistan is preparing for major changes in vehicle import rules after new recommendations from the International Monetary Fund.

The proposed reforms come after discussions with the IMF, which has called for tighter controls on imported vehicles.

Officials say the IMF has asked Pakistan to ensure that only safe and standard-compliant vehicles enter the country. It has also stressed stronger checks to stop substandard imports.

According to sources in the Ministry of Industries and Production, new procedures will begin from 1 July. These rules will introduce strict verification standards for all imported vehicles.

The IMF has also recommended that only tax-compliant individuals and companies should be allowed to import vehicles. Non-filers will not be permitted under the proposed system.

Under the new framework, only companies with a National Tax Number (NTN) will be allowed to import vehicles. These companies must also be registered under the Companies Act 2017.

Individuals and sole proprietorships will no longer be allowed to import vehicles directly.

The IMF guidelines further state that used vehicle importers must register with the Engineering Development Board (EDB).

Import rules will also require proper after-sales service systems. Importers must show proof of spare parts availability and trained repair staff.

Authorities will not allow vehicles that lack service support or proper maintenance facilities in the country.

Commercial importers will also need to provide pre-shipment inspection certificates. These documents must confirm safety, quality, and environmental compliance before shipment.

After arrival, post-shipment inspections will also be mandatory to verify vehicle condition.

In addition, importers must maintain detailed digital records of every vehicle. These records must include engine numbers, chassis details, and identification data.

Officials said these steps aim to improve transparency and reduce illegal or unsafe imports.

The IMF has been closely monitoring Pakistanโ€™s import policies as part of broader economic reforms.

Authorities believe the new system will help regulate the automotive market and ensure better safety standards for consumers.

The final approval of these measures is expected after further coordination between Pakistan and the IMF.
